How can I make coconut oil so that it is completely solid at room temperature, in order to make a type of pure coconut oil lip balm?

Add beeswax to it. Most lip balms contain it.

coconut oil is a mixture of saturated, monounsaturated and polyunsaturated fatty acids.
saturated fatty acids have higher melting point compared to the unsaturated ones.
Coconut is mainly saturated fatty acid. It solidifies at lower temperature.
Compare it to an olive oil which is mainly unsaturated fatty acids that doesnt solidify at colder temperature.
Check the wikipedia for the fatty acids composition of coconut oil and get the respective melting points. you will see the difference.
