To actually answer your question, it can be both. The melting temperature of Coconut Oil is about 74-76 degrees (right above room temperature)... if it's warmer than that, it will be a clear liquid (looking like melted butter), but if it's cooler than that, it'll be a solid white oil (looking more like solid butter). Also, if it's right at that melting temperature, it can be a little of both... really squishy white stuff with the clear yellowy stuff around it.
Coconut Oil is one of the most commonly confused oils because it can be liquid or a solid even depending on the time of day (eg. warmer during the day and cooler at night to change the consistency), but that's the nature of Coconut Oil. It doesn't need to be refrigerated and can safely stay out on the counter as it's easier to use when it's closer to room temperature. Some people prefer to refrigerate it because they've been misinformed or assume too much based on other oils, but you can safely keep it out and keep using it until it starts to smell or taste bad. the castor and coconut oil i bought say 100% pure. how can i tell if they';re legitimate?

and are they safe to use for hair and brows?
the castor brand is from niharti glass bottle and the coconut is the ktc glass long bottle from the indian bazar near my house.
the castor is a bit goopy and thick and the coco is a bit yellowish clear when it melts and odorless.
how do i verify if they are pure and safe.

Other than having them tested, I don't think you can be certain.
To be safe, you should perhaps opt for a B.P. grade from a pharmacy if you can get hold of one, preferably organic. You should be able to find a B.P. grade castor oil....depending on where you live. Regarding coconut oil.....you can find organic coconut oil in Holland & Barrett in the UK. In the US/Canada you could try one of the GNC stores as H&B is a sister company. Superdrug in the UK might sell it specifically for the hair...I think they used to have one but you might have to ask an assistant. Not sure outside the UK.
